DEPARTMENT OVERVIEW

The Office of the Secretary and Chief of Staff to The Regents serves as the primary liaison between and among the Regents and the Administration of the University, working directly with the Board Chair and the President of the University, and with other senior leaders of the Board and University. In addition, the Secretary and Chief of Staff is the custodian of certain official corporate records of the university; is responsible for planning and staffing all Board and its Committee meetings; executes or attests to certain documents which have been executed on behalf of The Regents; provides direct administrative support to the members of the Board of Regents; prepares minutes of the Regents meetings; and is custodian of Regental and other corporate records.

POSITION SUMMARY

The University of California, Office of the President (UCOP), Project Policy Analyst 3, reports directly to the Assistant Secretary to the Regents. This position provides analytical support on a variety of policies, projects; research, write and/or edit high-level correspondence / communications for the Regents of the University. This position also collects relevant data and information; participates in policy and program planning and development; and encourages system-wide leadership and coordination, promoting best practices and convening system-wide educational committees and work groups. The incumbent provides support for special ad hoc assignments and must possess interpersonal skills to interact and communicate effectively with members of the public, staff in other departments on the campuses, senior managers within the University and members of The Board of Regents.

Analytical Support and Research Provide analytical and organizational support for the Board of Regents, and its committees, gathers data and other information. Develop recommendations for the Secretary and Chief of Staff to the Regents on matters of public correspondence. Conduct and assist with research projects as directed by the Secretary and Chief of Staff to the Regents (SCOS) and the Associate Secretary to the Regents. Researches and keeps abreast of broad policy issues in higher education relevant to the University and state. Identifies key issues and develops recommendations on policy positions and other actions as appropriate, including analyzing data and requesting and evaluating qualitative and quantitative information from internal and external sources to support work. Provides support for the routine, core work of the University such as responding to correspondence related to various projects or issues.

Communication Facilitation and Data Analysis Represent the SCOS Office and facilitates communication, as appropriate, with University leadership, other members of the University community, legislative staff, and members of the public. Assist in the editing and formatting of a variety of written materials including but not limited to correspondence, reports, and other communication materials. Research, write, and edit high-level correspondence/communications on behalf of the Regents on a variety of subjects. Track and monitor status of letters sent to the Regents and assist in the maintenance of the central tracking database in order to ensure that a timely response is prepared. Independently research questions and issues accurately for the Assistant Secretary using initiative in locating, analyzing, interpreting, and summarizing information. This responsibility requires extensive knowledge of the University and of information resources likely to yield the necessary data, as well as an ability to respond quickly and accurately. Collect, review, and analyze internal/state/national data relevant to UC.

Preparation of Regents Meeting Draft accurate, well-written detailed narrative minutes for select Board of Regents Committee meetings. Write, research facts, coordinate editing to ensure accurate records and supervise production of final official meeting minutes. Accurately prepare attendance sheets, agendas, and public notices for Regents Board and Committee meetings. Preparation of committee reports for Regents Board and Committee meetings, in collaboration and consultation with OP staff in other departments.

Records Management & File Maintenance Assist in the management of official Board and University meeting records and archive and maintain various other records. Maintain the central files in the Regents Office to include assisting with the maintenance of the official records of the Corporation.

General Support/Special Projects Provide logistical and operation support for Regent and Committee meetings. Facilitate orderly conduct of meetings in accordance with Bylaws, Standing Orders, and Board policies, procedures and practices. May attend meetings to help monitor committee discussions, motions, and formal resolutions; review drafts of formal minutes; provide analysis of key issues; and assist with maintenance of official records of the Corporation. Preparing meeting agenda & notices. Preparation of committee reports, collaborative consultations with OP staff in other departments. Provide support for special ad hoc assignments by performing analytic studies and research on a wide variety of policies, programs and issues which are complex in nature. Performs miscellaneous projects/responsibilities, as assigned.

Required Qualifications

Demonstrated understanding of policy issues and state and national trends relevant to the University's programs. Demonstrated research skills to identify appropriate primary and secondary sources and to extract and assess quantitative and qualitative information; well-honed internet and database search skills. Demonstrated ability to maintain strict confidentiality of privileged information, and perform a wide range of duties that require tact, sensitivity, independent judgment, diplomacy, organizational skills, flexibility and discretion. Proven ability to independently set priorities, handle deadlines and manage conflicting demands with limited supervision, but also work as part of a diverse and dynamic team. Strong writing and oral communication skills with ability to effectively communicate complex and technical information in a clear and concise manner for multiple audiences. Strong interpersonal and collaborative skills to build strong working relationships with constituents at all levels across and external to the university. Excellent organizational skills and attention to detail. Excellent analytical, project management and independent problem-solving skills. Intermediate to advanced knowledge of common organization-specific computer applications.

Preferred Qualifications

Understanding of state and federal legislative processes. Demonstrated comprehensive understanding of public higher education, organizational structures, operations, programs, policies and campus administrative structures preferred. Relevant work experience in a university setting is preferred.

Education

Bachelor's degree in public policy, economics, business management, higher education administration or related field with 5 or more years of experience or an advanced degree in the relevant subject matter with experience that demonstrates a significant level of expertise.
