Financial Accounting provides numerous systemwide support functions, including financial management and reporting in connection with employee benefits, debts, federal and other extramurally funded projects, endowment funds, and campus foundations. We oversee financial accounting policy, initiate changes to the Payroll/Personnel System, and develop systemwide policy and procedures regarding payroll, disbursements and tax matters. For UCOP, we operate the shared administrative services center.
The Tax Services Unit within Financial Accounting is responsible for system-wide tax compliance and policy. This unit is also responsible for any UCOP-specific tax compliance, including multi-state sales/use, 1099-MISC and 1099-NEC, and 1042-S.
The Tax Compliance Analyst uses professional tax and compliance concepts as a seasoned, experienced professional with a full understanding of tax practices and campus policies and procedures to resolve complex assignments where analysis of data requires a review of a variety of factors and multiple sources. Has internal and external contact on a regular basis. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
Preparation of miscellaneous tax filings for partnerships. This includes analysis of proper filing posture in accordance with IRS regulations. .
Sales tax compliance and support. Maintenance and periodic updates to the system-wide sales and use tax manual, purchasing card use tax accrual reports, analysis of annual Chancellor and President Housing Reports, and other projects as assigned. Calculation of UCOP sales and use tax liability and preparation of returns and tax deposits. Assistance with UCOP 1099 compliance including filing of returns through 3rd party software. Assistance with 1042-S compliance for UCOP including reviewing transactions for payment and set up in the nonresident alien software
Under guidance provided by the Tax Analyst 4, prepares the University's two annual tax returns (Form 990-T) and any other subsidiary tax returns that are assigned.
Provides analyses for complex summaries and proposals related to new financial procedures and/or services, changes in legal regulations, and tax implications.
Under the general direction of the system-wide payroll coordinator, provides analytical support that may involve access to confidential and personally identifiable information. Must be able to work independently and with little direct supervision and have the ability to work with other functional areas on assigned projects. May also be required to provide analytical support to the ACP Finance System-wide Controller as needed.
Special projects in the tax and payroll arena as assigned. May involve assisting campuses with audit defense, researching proposed legislation and the impact to UC, and review of annual information returns such as the Form 1095-C
Proven ability to independently gather, organize, and perform tax compliance related analysis.
Strong oral, interpersonal, and written communication skills.
Proven ability to work independently and in a team environment.
Ability to prioritize and complete multiple projects concurrently.
Thorough knowledge of IRS and California State Tax reporting requirements applicable to the returns/filings required to be filed by the University.
Analysis of Partnership investments and preparation of related tax filings.
Demonstrated experience in the use of Microsoft Word and Excel to prepare correspondence and spreadsheets.
Preferred: Experience with tax and compliance functions and assignments.
General knowledge of UC payroll system or payroll compliance basics
Bachelor's degree with a major in business administration, economics, accounting, or an allied field, and a Master's in Taxation and/or CPA certificate.
Will consider an undergraduate degree in accounting or graduate degree in business and/or taxation without experience. Alternatively, in lieu of the above degree we may consider five or more years of work experience that involved significant analytical role in tax and payroll compliance.
SALARY AND BENEFITS
Salary: $85,000 $98,900
