The Project Manager, Operations and Capital Projects, provides design and construction project management for the Operations and Capital Projects Division, in support of operational, strategic, and campus planning objectives. The successful candidate coordinates the work within the operational divisions of the college, including Facilities, Operations, Shop Management, and Public Safety. Other areas of coordination include Educational Technology Services (ETS), Academic Affairs, Student Affairs, and Campus Planning, ensuring the highest quality working, teaching, learning, and student residential environment. This position has a primary focus on managing projects supporting the campus unification initiative, which will consolidate the Oakland and San Francisco campuses by December 31, 2022. This is a full-time, benefits eligible, fixed-term position that is expected to end by December 31, 2024.

MAIN RESPONSIBILITIES:

Leadership and Administration - 30% of time

• Provides leadership to union-eligible classified professional staff and professional service consulting teams to complete the projects.
  
• Collaborates and supports the VP of Operations and Capital Projects in providing outstanding customer service to the college. Identifies opportunities for continual process improvement, and identifies opportunities for the professional growth of CCA team members. Provides mentorship whenever possible, to staff.
  
• Assists in creating and maintaining a professional, client-centered Project Management team.
  
• Working within a participatory governance
  
• Working within a participatory governance decision-making system, establish and communicate common goals and objectives for projects. Provide proactive leadership over a process that includes Faculty, Classified Professional Staff, Managers, and Administrators to ensure high quality project outcomes.
  
• Coordinate and actively communicate with the Facilities Operations, ETS, and Business Services Operations (BSO) teams.
  
• Other leadership duties as assigned.
  

Project and Construction Management - 70% of time

• Manages and coordinates activities to meet the strategic facilities and campus planning goals of the college.
  
• Oversees and manages capital projects and preventative maintenance projects, collaborating with Facilities Operations staff when needed.
  
• Creates and executes project plans and manages projects independently, with minimal supervision.
  
• Develops and defines project scopes, schedules, and budgets.
  
• Working from templates and coordinating with the VP, prepares RFPs and contracts, procures consultants, contractors, and other vendors to support the design and construction of projects.
  
• Manages the design process, including working within a participatory governance decision-making system.
  
• Manages the construction process.
  
• Manages the project close out process with contractors & city agencies.
  
• Manages the project turnover phase, organizing training sessions for college Facilities Operations staff in the use of the electrical, HVAC, plumbing, security, technology, and other infrastructure technologies.
  
• Creates a database of turnover material for each project, including electronic drawings, specifications, and other supporting material.
  
• Manages the move-in phase, working with Shop Managers and others.
  
• Collaborate with the college's communications team to keep the college community informed of project progress and milestone events.
  
• Provides support to the VP on large capital projects.
  
• Leads the college's sustainability initiatives, including environmental, economic, and equity issues. Specific experience with LEED, Savings by Design, STARs and other rating systems is preferred.
  

Supervisory Responsibility:

• Experience in the oversight of internal staff and external consulting teams as required. Experience working with union-eligible classified professional staff is preferred.
  

MINIMUM REQUIREMENTS:

• PMP certification and/or five years of direct experience in construction project management or facilities management, demonstrating the ability to perform the duties of the position as described. A desire to grow with the institution is preferred.
  
• Working knowledge of construction project management, methods and techniques.
  
• Ability to communicate quickly and effectively in both spoken and written forms.
  
• Experience managing a range of shifting duties and responsibilities while maintaining a consistent, professional, and service-oriented demeanor.
  
• Experience managing budgets, scope and schedules in an institutional setting.
  
• Demonstrated ability to direct and coordinate internal and external resources to complete commercial and/or institutional projects in a timely manner.
