Palo Alto Veterans Institute for Research (PAVIR) seeks a Data Science Operations (DataOps) Manager to lead data science workflows making health care more accessible and equitable at federal and state levels in the United States.

The DataOps Manager leads data science and data pipeline development and operation for both peer-reviewed, federally funded research, and participatory healthcare improvement infrastructure (e.g., Modeling to Learn) nationally in the Veterans Health Administration (VA) and with State of Hawaii partners. The DataOps Manager role is funded by the National Institute of Health (NIH), Veterans Health Administration (VA), and the Substance Abuse and Mental Health Services Administration (SAMSHA).

ABOUT TEAM PSD

The DataOps Manager will join an interdisciplinary team working to change the way health care quality improvement decisions are made, such as across layers of the Veterans Health Administration, and with state health departments and other healthcare systems (see https://mtl.how/team, https://mtl.how/demo and https://mtl.how).

Team Participatory System Dynamics (TeamPSD) engages stakeholders in shared decision-making cadences while maintaining transparency and reproducibility via open science platforms and principles. We partner in iterative cycles of development and implementation to advance scientific understanding of technology-embedded health system decision-making, and implementation and improvement processes over time.

ABOUT THIS ROLE

The DataOps Manager will develop, coordinate and improve database to data science workflows for healthcare quality improvement health system operational partners. These activities are being stringently evaluated for improvements in frontline healthcare teams' decision-making via greater systems thinking and participatory learning. This is an applied leadership position funded by participatory research grants (NIDA R01DA046651 and R21DA042198; HSRD I01HX002521; PI: Zimmerman ). The DataOps Manager is part of the new Team PSD management trio, which also includes the Research and Development Manager and PeopleOps Manager. The DataOps Manager enables workflows for science and healthcare operations.

Reporting to the Principal Investigator (PI), Dr. Lindsey Zimmerman - Implementation Scientist at the Veterans Health Administration, Office of Mental Health and Suicide Prevention (OMHSP), National Center for PTSD - the DataOps Manager will partner with multidisciplinary domain experts using participatory methods, develop and maintain effective working relationships with VA data communities of practice and shared services (Corporate Data Warehouse [CDW], Business Intelligence Service Line [BISL], VA Informatics and Computing Infrastructure [VINCI]) and conduct analyses and translate reporting and publication of federally-funded peer-reviewed scientific research. The ideal DataOps Manager will also have interest in working to address the intersection of artificial intelligence/ machine learning (AI/ML) and health equity in future work.

This is a full-time position. You can telecommute 100% of the time and work from anywhere. There is team office space in Menlo Park, CA, but the team is nationally distributed. The team works with partners within the United States from Eastern to Hawaii time zones and team meetings occur Monday to Thursday between 7:45AM and 4PM Pacific Time. Team members work either four 10-hour days Mon-Thurs or five 8-hour days with no meetings on Fridays.

PRIMARY RESPONSIBILITIES

Team and Collaboration Management:

• Coordinate Research, Development, and Operations activities with other managers.
• Efficiently develop fluency in user-centered needs across healthcare operations and research stakeholders
• Manage DataOps workflows including the platforms/channels for collaboration, quality assurance and deliverables in database and data science pipelines and platforms: GitHub, ZenHub, and Microsoft Teams, R Notebooks, Open Science Framework, VINCI, VA and Stanford RedCap
• Anticipate what is needed, direct the activities of the team, and facilitate shared understanding through effective coaching
• Motivate team members growing into increasing responsibility

DataOps Management:

• Lead statistical analyses and ensure that project aims are achieved, and project output is highly valued by patients, providers, policymakers, scientific communities and NIH, VA and SAMSHA stakeholders
• Develop and manage CDW to Power BI, and CDW to GitHub/R Notebook data resources with an interdisciplinary, cross functional team and several health system operational partners
• Enable continuous integration, deployment, documentation and training (CI/CD) to ensure high quality and compliance data resources for multidisciplinary clinical and research end-users
• Monitor data resource use to identify improvements and methodological innovation at scale
• Maintain and improve existing data science resources and pipelines using the VA Corporate Data Warehouse (CDW), SSMS/SSIS, R Studio IDE, Power BI, Microsoft Dynamics 365 CRM, Vensim DSS (system dynamics simulation engine) and Forio Epicenter
• Sync multiple partners' workflows following participatory principles on online platforms
• Create effective written communication for high volume and high visibility requests
• Develop and experiment with new tools and techniques, identifying ways to streamline activities
• Produce and coordinate reports, presentations and peer-reviewed manuscripts

REQUIRED QUALIFICATIONS

• Bachelor's Degree
• Expert in GitHub, SQL, SSMS, SSIS, R, R Studio IDE
• Strong, clear, concise written and oral communication in English online and in-person
• 3 years or more of experience synchronous and asynchronous workflows inclusive of research, development and healthcare operations value streams
• Experience coordinating workflows with other managers, including managing shifting priorities, timelines and change effectively
• Demonstrated excellence in planning, tracking, organizing and communicating with clarity and efficiency
• Creative problem-solving skills
• Ability to manage simultaneous requests with a high level of responsiveness
• Proven ability to manage time effectively to manage multiple project timelines without losing sight of the highest priorities for the program

DESIRED QUALIFICATIONS:

• Ph.D. in related applied disciplines of statistics, medical, health services or public health research, behavioral or social sciences, health informatics, computer science or engineering
• History of contributing to peer-reviewed grants, manuscripts and conferences
• VHA Corporate Data Warehouse (CDW) expertise
• Experience with federally registered cluster-randomized trials
• Experience with health care, health equity, quality improvement and electronic health record data
• Background in Scaled Agile Framework (SAFe 5.0)
• Evidence of effectiveness with mentorship and capacity-building, including upskilling to sustain and scale, data and technology embedded partnerships
• Prior experience with contemporary community-based participatory research (CBPR) or participatory action research (PAR)
