Departmental Overview

The Chancellor's Office and senior-level administration are located at California Hall. Under the direction of the Division Director of Finance and Business Services, the Facilities Mgt Specialist III has primary responsibility for effectively administering space per building and campus policy, managing security access, handling general maintenance and repairs of the executive building (Cal Hall), chancellor's residence (University House), and other building (Piedmont), tracking repair services, planning/coordinating facilities moves. The position is also responsible for overseeing and communicating safety protocols for the building occupants in their assigned units.

The Building Operations Manager provides overall oversight of facilities and security management of assigned facilities that include primary support to Cal Hall occupants and also serves as the liaison to Facilities Services regarding the service or capital project needs of the Piedmont and University Houses. Also serves as a resource, and subject matter expert that provides backfill support as needed to other unit locations for the Office of Ethics Risk Compliance Services & Audit in the Chancellor's Division with end-user relations, engaging campus partners, and coordination of facilities services and management.

The key responsibilities of the role includes short and long-range planning, organization, relocation coordination, oversight, compliance coordination, and/or managing diverse operational activities and services for multiple buildings.

Responsibilities

Space Management & Building Safety (30%)

• Interface with campus partners and ensure policies, practices and information are implemented and/or disseminated for assigned buildings.
• Serve as liaison between occupants and campus/external agencies, eg., Facilities Services, Capital Projects, EH&S regarding safety, access, maintenance, remodeling, and construction activities. Conduct periodic rounds to inspect for security, fire and accident hazards, and building irregularities.
• Serve as liaison with campus and external agencies regarding safety( i.e., Limited Emergency Response Coordinator-LERC) and Department Safety Coordinator, maintenance, construction, access controls and security, emergency preparedness, commonly-encountered hazardous materials storage and disposal.
• Organize and update groups within assigned buildings to help ensure the effective dissemination of information, training and resources.
• Notify building occupants of building events such as utility shutdown, repairs, facilities problems, and lighting modifications.
• Actively partner with Security Patrol Officers (SPO's) to ensure all security protocols are consistently implemented and systematically educate occupants on security practices. Prepare security announcements and/or instructions to building occupants relating to security threats and/or facility breaches.
• Develop and maintain building emergency evacuation plans, including disability evacuation strategies, for assigned buildings.
• Serve as communication liaison between campus service agencies and building occupants and prepare response plans, schedules fire drills, and coordinates training, education, and planning for occupants.
• Implement safety and emergency preparedness policies and procedures with staff, including maintaining first aid supplies, fire extinguishers, radios, and other safety equipment.
• Attend workshops and training to receive the latest and most up-to-date information about safety, ergonomics, and building code requirements.

Facilities and Asset Management (50%)

• Oversees the daily operations for the University House. Supervises the Housekeeper and Student Worker(s) and works in close collaboration with them to ensure that the University House and California Hall are fully supported in its needs.
• Recommend facilities-related procedures and solutions, taking into account budgets, space allocation, staffing and infrastructure design.
• Identify efficiencies and process improvements for all assigned work areas.
• Coordinates maintenance and repair of departmental (Chancellor's Immediate Office (CIO)) equipment.
• Act as equipment custodian through Berkeley Equipment Tracking system and conduct inventory controls for CIO.
• Coordinate, as needed, CIO ergonomics requests, facilitate and document required ergonomics reviews for the CIO unit.
• Assist DFL and or departmental leadership with budget development for moves and minor building infrastructure upgrades. Coordinate the upgrade or installation of new equipment and/or building enhancements (i.e., bathrooms, UVAC system, disability ramp, etc.) Manage facilities for assigned buildings including space allocation, moves and relocations, space set up, facilities management and repair.
• Coordinate emergency repairs (including after work hours), monitor and track all maintenance, custodial, grounds, and other service requests by Campus Facilities Services as well as other outside vendors or organizations, including tracking completion of maintenance work and the ongoing status of individual service requests.
• Oversee conference room management; work with Administrative Assistant on conference room reservations system and A/V maintenance and repairs.
• Facilitate ordering and installation of furniture, whiteboards, bookcases, carpeting, painting, A/V equipment, computers, cell phones, office moves, and non-routine custodial services.
• Serve as 'Building Access Key Controller' to issue keys, order replacement keys as needed, and similarly manages the electronic card key access process. Maintain accurate records of all access control activities, ensuring appropriate authority before issuing keys, ordering replacement keys as needed, recovering department keys from departing personnel, reporting any failure to recover access control keys to CIO management and UCPD, and securely storing unassigned keys in the UCPD-approved security cabinet.
• Conduct periodic inventory, maintain, allocate and stock all building maintenance supply needs. Develop protocols for common areas of building and CIO suite kitchen, emergency and medical supplies, mailroom mailboxes process, xerox machine contracts, manage student intern 'hot runs', and other day-to-day requests.
• Prepare BearBuy purchases to maintain adequate building supplies.
• Partner with UDAR and House staff as needed on events at University House. Ensure University House users have access to property as needed in addition to other resources.
• Ensure annual MOU with Facilities Services key deliverables are performed as scheduled.

Reporting and documentation (15%)

• Conduct annual inventory of University House and provide reports to management.
• Develop a security and inventory system for reporting of gifts for University House.
• Maintain Call Hall Emergency Contact Directory
• Manage ITS request and distribute telephone recharges quarterly for review to CIO personnel.
• Develop space allocation plans for management review and maintain and update space/floor drawings as needed.

Other Responsibilities (5%)

• May assist in payment processing, reporting and other administrative work associated with University House events.
• Handle special projects as assigned.
• Partner with CIO team members to develop content for the Facilities Management CIO webpage for Cal Hall.
• May supervise 1-2 students.

Required Qualifications

• Thorough knowledge in the areas of security, fire and safety, facility maintenance, ability to learn campus and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
• Strong interpersonal skills including excellent service orientation and effective problem solving.
• Ability to multitask and prioritize daily activities effectively and resolve customer problems/concerns in a timely manner.
• Active listening, interpersonal communication and problem-solving skills to effectively resolve questions, concerns, issues or problems and ensure cooperative and productive working relationships.
• Strong written communication skills to prepare a variety of correspondence, reports, policies and procedures, and training documents.
• Strong organizational skills to work on multiple projects with competing deadlines, establish goals and workload priorities, and meet project deadlines within budget and time constraints.
• Proven experience and significant attention to identifying, assessing, communicating, and resolving complex technical and systemic issues.
• Strong project management skills, including the skill to manage small to complex projects independently
• Self-starter and proven leader working with limited or no direction to address facilities, infrastructure, and service issues, including root and systemic problem resolution.
• Must be reliable, adaptable, able to work independently, as well as on a team, and meet deadlines.
• Working knowledge of Microsoft applications such as Word, Excel, and file sharing and inventory management programs.
• Actively contributes to a team environment that fosters and promotes a culture of diversity, equity, inclusion, and belonging (DEIB)
• Bachelor's degree in related area and / or equivalent experience / training.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $80,000.00 - $115,000.00.
