The Administrative Services division at MiraCosta College is dedicated to efficiently and effectively utilizing college resources to support student success and the Districts mission. The division oversees Information Technology Services, College Police & Safety, Facilities, Fiscal and Cashiering Services, Purchasing & Materials Management, and auxiliary services such as the bookstore and food services. The team is committed to ensuring the fiscal health and operational integrity of the District while enriching the learning environment and fostering the success of the Districts diverse learners. Leveraging their professional expertise, the Administrative Services team collaborates with all college constituencies to design and implement solutions to operational and academic challenges. This collaborative approach makes the division a vital component of MiraCosta College. The Administrative Services team maintains the highest standards of integrity and professionalism through policy development, compliance, and customer service. With a dedicated team, the division provides the highest quality services to MiraCosta Colleges students, faculty, and staff in the most responsible, responsive, and costeffective manner possible.

RESIDENCY REQUIREMENT:
MiraCosta College Board Policy 7800: Employee Residency requires all classified staff, administrators, and temporary/hourly short-term employees to maintain and permanently reside in a principal place of residence in the state of California that is within two-hundred (200) road miles from the employees regularly assigned district worksite. The purpose of the policy is to promote efficiency and continuity throughout all campus administrative functions, provide students with high quality assistance and accessibility to all academic and campus services, ensure that students receive an engaging education, and respond to emerging student needs.

The District may consider an individual request to temporarily reside outside of the State of California or outside the 200-mile limit on a case-by-case basis, not to exceed twelve consecutive months.

Offer of employment to the person selected for this position is contingent upon 1) successful completion of a pre-placement physical exam at district expense; 2) submission of a current tuberculosis test clearance; 3) proof of eligibility to work in the United States; 4) fingerprint clearance; and 5) approval by the Board of Trustees.

The Assistant Superintendent/Vice President, Administrative Services (ASVPAS) is responsible for developing and executing administrative services strategy in support of the overall plan and strategic direction of the district, specifically in the areas of financial services, accounting, information technology services, college police, investments, , budgeting, cashiering, contracting, purchasing, material management, district enterprise services including food service and bookstore operations, capital construction and facilities/infrastructure planning and maintenance. The ASVPAS functions as a strategic administrative services advisor, and articulates administrative services needs to the executive management team and the Board of Trustees regarding key organizational and management issues, programs, policies and procedures, and provides guidance on managing complex matters. The ASVPAS may serve as the Superintendent/Presidents designee of the district in the absence of the Superintendent/President.

Management

1. Provides diversity, equity, and inclusion leadership in staff achievement and success, leadership development, nondiscrimination, procurement/supplier diversity, strategic planning and accountability.
2. Develops, implements, and manages the strategic direction required to achieve organizational success in support of the districts mission, strategic plans, goals and objectives.
3. Plans, develops, organizes, implements, directs, and evaluates the practices, initiatives and performance of the fiscal services, facilities, and purchasing and materials management departments that allows the district to meet its administrative services needs, close critical gaps in competencies, and create and drive organizational effectiveness.
4. Develops, implements, and enforces administrative services-related policies and procedures.
5. Measures long- and short-term effectiveness and growth of administrative services people and processes; implements necessary organizational change initiatives.
6. Manages the use of existing, new, and emerging technologies to support the administrative services division.

Fiscal Services

7. Oversees and directs the development and management of the college and the administrative services division budgets and other financial measures.
8. Oversees and directs the cash management and investment of district funds.
9. Oversees and directs the development and management of internal controls to ensure long-term district financial health and stability.

Capital Construction and Facilities Maintenance

10. Analyzes and develops capital and maintenance program proposals.
11. Oversees the coordination of building space layout and facility expansions.
12. Directs, participates in, coordinates, and administers the districts capital and maintenance budgets.
13. Plans and directs a broad range of operational, construction, and maintenance activities/programs to sustain the districts infrastructure and support the delivery of services to students, staff, and faculty.

Purchasing, Contracts and Materials Management

14. Oversees negotiations with vendors for the purchase of all materials, supplies, equipment, and services used by the district.
15. Oversees and participates in the bidding and awarding of contracts.
16. Oversees and directs the districts mail services, shipping and receiving, copy center, distribution and courier services, warehouse operations, central stores, records management, fixed asset management, surplus disposal program, and hazardous materials program.

Information Technology Services (ITS)
17. Provide leadership in establishing long-term Information Technology (IT) needs and oversee plans and strategies for developing systems, staffing, and resources, necessary to meet those needs.
18. In collaboration with members of the executive team, identify ways ITS can assist the district in achieving educational, business, and financial goals.

College Police
19. Provide leadership for an equity-minded, community-based College Police Department that is in compliance with federal, state and departmental rules and regulations and ensures consistency and alignment with the districts commitment to a racially just and trauma-informed policing approach.

Workplace
20. Operates in an ethical and sustainable manner; leads administrative services-related activities that promote and support transparency, sustainability, and ethical sound governance practices.
21. Maintains compliance and alignment of administrative services programs and policies with relevant laws and regulations.
22. To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:

BA/BS degree from an accredited college or university
Three years of progressively responsible related experience

NOTE: For work experience, one 'year' is defined as equivalent to 40 hours per week for 12 months, or at least 2,080 hours.

BA/BS degree preferably in finance, business administration, construction management, construction engineering, or a related field from an accredited college or university
MBA or MA/MS degree in finance or a related field from an accredited college or university
Community college business experience
