PROGRAM DESCRIPTION:The Computer Science (CS) program of CSUMB (California State University, Monterey Bay) is conducting software development projects with external sponsorship. The main goal of one of the current projects is to develop software tools to measure network bandwidth and performance for Android devices, iOS devices, and desktop computers (Windows and OS X). These software tools are based on open-source applications such as iPerf, NDT, and ping.

POSITION SUMMARY:
The Software Engineer position, under the general direction of the Project Director and in collaboration with other staff, is responsible for the development of software applications for the project described above (including writing code, testing and maintaining software systems).

RESPONSIBILITIES:
Essential Functions (including but not limited to):

1. Developing and integrating software tools to measure network bandwidth and performance such as TCP download/upload speed, latency, packet jitter and loss, network type, and network provider
2. Updating current software tools to measure wireless bandwidth and performance on Android, iOS, desktop, and Linux computers
3. Developing and/or porting new functions to Android. iOS, desktop, and Linux computers
4. Developing web-based measurement applications
5. Conducting the drive testing to monitor the performance of developed applications
6. Developing Python scripts to support data analysis requirements

Other Functions:

1. Perform other duties as assigned.
2. Provides regular oral and written progress reports
3. Attends workshops, conferences, and technical meetings as needed
4. Assists with grant tracking, documentation, and reporting

WORK LOCATION:

• Hybrid Position: Approximately 75% at home and 25% in office
• Office Location: 100 Campus Center Drive, Seaside CA 93955 (Business and Information Technology Building)
• Ability to work from home: adequate internet connection and ergonomically sound and quiet workspace required.

Knowledge, Skills and Abilities:

• Strong computer programming skills in Java, Python, and C++
• Software development experience in the Android and iOS platforms
• In-depth knowledge of computer networking and wireless network programming
• Experience of large-scale software developments
• Ability to manage complex projects, work independently as well as collaboratively, and complete tasks
  on time
• Excellent interpersonal, communication (written and verbal), and organizational skills
• Ability to present technical information in written reports
• Ability to maintain effective working relationships with administration, faculty, student, and community partners
• Demonstrated personnel and budget management skills
• Knowledge of web development and experience with website maintenance
• Excellent grant writing and reporting skills a plus
• Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration, multiculturalism and diversity, community service, and institutional excellence

Minimum Qualifications:
Education and Experience:Equivalent to a Bachelors degree preferably in Computer Science or any related field AND Two (2) years of progressively responsible work experience in program design, implementation, testing, and managing innovative projects and/or a Masters degree in any related field is strongly preferred. Advanced degree may be substituted for one (1) year of the required experience.

Special Conditions of Employment:
Ability to work some evenings and weekends as needed to support student study/work sessions.

Ability to complete and pass training in Defensive Driving. Must continue to meet the established driving standards as a condition of employment.

Classification: Grade 5. The monthly hiring range for this position is $6,150-$7,000. This is an exempt position and as such is not eligible for the overtime provisions of the Fair Labor Standards Act.
